Venice, 19 November 2024 – Yesterday afternoon, the Management Committee of AdSPMAS approved the third amendment to the 2024 forecast budget and determined the maximum number of permits to be issued in 2025 for the provision of complementary and accessory specialised services and for the exercise of port operations pursuant to Art. 16 of Law 84/94 and following amendments in the ports of Venice and Chioggia. The Management Committee was attended by President Fulvio Lino Di Blasio, Secretary General Antonella Scardino, Maritime Director of Veneto/Venice Harbourmaster Filippo Marini, Maria Rosaria Anna Campitelli representing the Veneto Region and Dennis Wellington representing the Metropolitan City and the Board of Auditors.
Supported by the Board of Auditors, the Authority’s governing body resolved to approve an update to the 2024 financial forecast with changes in revenue for 55,236,076 Euros ascribable to higher revenues in general and more specifically to medium- and long-term financial transactions. In detail, the Port Authority intends to enter into an unsecured loan of 55,000,000 Euros with Cassa Depositi e Prestiti for the maintenance excavation work on the Malamocco-Marghera canal (included in the works considered part of the ‘Port Infrastructure Fund), with the ultimate aim of increasing the accessibility of the Venice Port. Pending the collection of public funds earmarked for the work, the Authority had already planned to self-finance the intervention by optimising its cash flows; as a mere precautionary measure, however, should financial tensions arise during construction (i.e. needs exceeding its self-financing capacity), the budget balance would be guaranteed by the CdP financing. Outflow variations were approved for 478,602 Euros. As a result of these changes, the entity’s result for the period amounts to 82,520,585 Euros (of which 81,805,907 Euros are tied up). Income from ongoing operation is entered for 20,616,243 Euros, while the financial results amount to 14,917,810 Euros with a final cash balance of 101,313,776 Euros.
The meeting also resolved on the maximum number of permits issuable in 2025 to the concessionaire port businesses (the terminals) and non-concessionaires (that have not been directly granted a concession, but are permitted to perform port operations based on contracts with the terminals) for the supply of complementary and accessory specialised services (i.e. specialised services provided based on requests made by subjects authorised to carry out port operations), and to perform port operations. The situation in the Port of Venice has remained unchanged, except for the permits to perform complementary and accessory specialised services for the transport of bulk powder cargo using curtain trailers from below deck to the warehouse/yard, which were increased from 7 to 10 to cope with the expected increase in demand from terminals. On the other hand, the situation at the Port of Chioggia has remained unchanged compared to 2024.
Another item in the agenda included the approval of adjustments to salaries based on the National Collective Labour Agreement for Port Workers for 2024-2026. In addition, 7 state concessions for a period of time other than four years were granted pursuant to art. 36 of the Navigation Code to ensure operational continuity for concessionaires.
‘With the Management Committee’s unanimous approval of the 2024-2026 collective contract that was signed by Assoporti and the national trade unions on 18 November 2024, AdSP will be able to guarantee certain improvements to its employees in terms of remuneration and company welfare, already starting from this month,’ stated the President of the North Adriatic Sea Port System Authority Fulvio Lino Di Blasio. ‘The Committee also unanimously supported the amendments to the financial forecast, which reconfirms the Authority’s will and determination to grow and enhance the Veneto’s port system. Today we are systematically implementing the results of years of work during which we have been engaged on many fronts. We have launched numerous projects and, as a result, obtained substantial state and government funding that allows us to ensure adequate financial coverage of interventions and guarantee the Authority’s financial balance. By 2026, this is our goal, we will give shape to ground-breaking projects that will make the Veneto port system significantly more advanced and efficient’.
